Music
Grants to support the external projection of music of the Balearic Islands for the year 2023
The purpose of this call is to contribute to outreach activities of music and of professional musicians, interpreters and composers of the Balearic Islands corresponding to the period between 1 December 2022 and 30 November 2022, in order to promote exchange and cultural relations between Mallorca, Menorca, Ibiza and Formentera and between the Balearic Islands and any other territory.
Budget: € 340,000
Grant lines:
a) Mobility: Support for the mobility of artists, managers and representatives, phonographic publishers and other professionals in the field of music.
b) Projects of external projection: Support for projects of external promotion of music and of musicians, interpreters and composers.
a) SUPPORT FOR MOBILITY
Beneficiaries
- natural and legal persons who move or their representative, regardless of their tax residence, provided that the purpose of the subsidy is to promote the music of the Balearic Islands or their artists and their work. Beneficiaries also include communities of property. Groups of natural or legal persons, or any other type of economic unit or separate assets that, despite not having legal personality, can carry out the projects, activities or behaviors or are in the motivating situation that allows them to be also beneficiaries of the grant.
- In the case of groups of natural or legal persons, without personality, it must be explicitly stated, both in the application and in the concession resolution, the execution commitments assumed by each member of the group, who will also be considered beneficiaries, as well as the amount of the subsidy that each of them must apply. In any case, a single representative or attorney-in-fact of the grouping must be appointed, with sufficient powers to fulfill the obligations that, as beneficiary, correspond to the grouping. Likewise, the group will not be deemed dissolved until the statute of limitations provided for in the Finance Law of the Autonomous Community and in articles 57 and 60 of the Consolidated Text of the Subsidies Law, approved by Legislative Decree 2/2005, have elapsed. , of December 28.
Projects that are subsidized
- Travel and stay of the artist or the training and associated technical staff to perform live or carry out promotional activities outside the island of residence.
- Travel and stay of managers, agents, producers or phonographic editors to attend professional fairs, with or without a stand, or promotional activities of music and musicians, performers and composers or music festivals of the Balearic Islands, outside the island of residence.
- Travel and stay of managers, agents, producers, phonographic publishers or journalists from outside the island of origin or residence of the artist to attend performances on the island of reference of the artist, exclusively in the professional field or as the object of a promotional activity with very clearly described objectives.
- Travel and accommodation of professionals in the field of music to participate in training stays and musical residencies outside the island of residence.
- Travel and accommodation of musicians, performers and composers to participate in competitions and auditions outside the island of residence.
Expenses covered
- Shipment of cargo and travels of artistic staff and / or cultural agents (with a maximum of two per institution or company). The trips include plane, boat, train and / or bus tickets and vehicle rental for the displacement of artists, artist representatives and other cultural agents (producers, distributors, road managers, etc.). The trip includes the outward journey to the place where the professional activity takes place and the return journey. Only tourist class tickets are accepted. All these concepts, together, have to respond to the maximum stipulated according to the area of activity. Additionally, in the case of a live performance project, the expenses of travel, during the period of execution of the activity, of a maximum of two professionals with a technical profile (lighting technicians, sound technicians, councilors, road managers), whose tasks must be defined in the employment or service contract established between the parties.
- The mileage for road trips that are not made by public transport. In this case, gasoline and tolls are included in the mileage price. In the application, the specific route to be followed must be specified.
- Visa expenses.
- Accommodation expenses.
- Expenses for the cost of accreditations or registrations in official non-regulated education courses, masterclasses, fairs, markets and professional conferences.
- Instrument rental expenses.
Eligible expenses are those that undoubtedly correspond to the nature of the subsidized activity and are carried out within the period established in this call. Invoices issued or bank statements made after the end of the justification period are not considered proof of the subsidized expenditure.
Amount
Maximum amounts
The travel and stay must be justified with invoices. Only the justified amount will be paid up to the previous maximums.
b) SUPPORT FOR EXTERNAL PROJECTION
Beneficiaries
a) Individuals, legal entities and communities of assets registered with economic activity in sections related to musical interpretation and composition, the representation of artists, the production and editing of phonograms or the production of musical shows. In the case of natural persons who are not registered in sections related to musical interpretation and composition, the representation of artists, the production and editing of phonograms or the production of musical shows, they must have proven experience of at least three years in musical activities on a professional circuit. In this case, they can only request aid for the production of promotional materials.

b) Organizing entities of musical activities of a professional nature, regardless of their tax residence, as long as they are related to music, musicians or composers from the Balearic Islands.
Projects that are subsidized
- Travel and stay of training and technical staff to perform live or carry out promotional activities outside the island of residence.
- Production of graphic, phonographic and audiovisual materials to support tours, live performances and presence at professional fairs.
- Hiring of professional production services, artistic and technical personnel, communication, etc. for tours, live performances or other activities that contribute to the promotion of music and the musicians, performers and composers of the Balearic Islands.
Expenses covered

- The production of graphic, audiovisual and phonographic elements.
- Editing and translation of graphic material.
- The contracting of professional, artistic and technical services, linked to production and communication, provided that these are directly linked to the artists of the Balearic Islands in the event or action object of the subsidy, detailed to the maximum and in accordance with the market price. In the recordings, for services of an artistic nature, the maximum per invoice that will be taken into consideration for eligible purposes is € 2,500.
- The salaries of their own workers who offer artistic, technical and support services with the corresponding cost of social security borne by the company, provided that they are included in the budget attached to the application, which has to specify the number of hours assigned to the project.
- The rental of equipment.
- The rental of stands at professional fairs.

The following amounts can be applied for:

2) A percentage will be granted on the rest of the expenses described not included in section a), which can reach up to 80% according to the project's score, based on the criteria established in point 10.2.2.1 of the call (BOIB).
The minimum score to obtain a subsidy for outreach activities is 50 points.
The maximum amount for outreach projects is twelve thousand euros (€12,000).
Maximum amount per applicant
A maximum of € 25,000 may be awarded to the same applicant in this call.
Obligations of the beneficiaries
- The beneficiary must communicate the performance of any public act related to the subsidized activity.
- The IEB's support in all the programs, posters and propaganda and communication elements of the activiitat will be stated through the IEB logo of the Ministry of European Funds, Culture and University that are available to applicants here
Justification
— Term: Twenty business days from the day following the end of the execution period. If the final resolution for the granting of the grants has not been published on this date, the term to justify the grant will end ten business days from the date of publication.
— Documentation (see point 18 of the call):
• Annex 6 completed and signed
• Financial report (depending on the model). This supporting financial report must also be sent to justificacio@iebalearics.org in digital format as a spreadsheet.
• Copies of invoices and proof of payment.
• If applicable, five (5) copies of the graphic, phonographic and/or audiovisual materials published regarding the subsidized activity, with the logo of the IEB of the Department of European Funds, University and Culture.
Payment of subsidies
For grants awarded for amounts of less than €2,000, the payment of the subsidy will be made by bank transfer, prior justification of carrying out the activity for which the aid has been requested, within a maximum period of six months, counting from the date of entry of the supporting account (annex 7).
For grants awarded from €2,000, the payment of the aid will be made effective from the date on which the award is definitively resolved, in two payments:
a) A first payment of 50% of the amount granted, to be made in advance, by bank transfer, once the concession resolution has been published.
b) A second payment of the remaining 50% of the amount granted, once the activity has finished and the entire project or activity has been justified with the documentation required by this call. This payment will be made, by bank transfer, within a maximum period of six months, counting from the date of entry of the supporting account (Annex 7).
If the justified eligible amount is less than the eligible amount presented in the application, the reduction will be applied, in equal proportion, of the amount of the granted subsidy.
Term for submission of applications and execution period
The period for submitting applications will be open from the day after the call is published in the BOIB and will remain open until September 15, 2023.
Any application submitted after the indicated period will not be accepted.
If the amount consigned in this call is exhausted before the deadline for submitting applications expires, the granting of aid can be suspended by publishing a resolution of the IEB president in the BOIB.
When the applicant is a legal person, they must carry out the request for aid through their legal representative, duly accredited. At any time, in the event of granting the subsidy, the original documentation may be required to compare it
The subsidized activities must be carried out between December 1, 2022 and November 30, 2023, at the latest.
Submission of applications in the register
Applications must be formalized with the established models, available at the CAIB Electronic Office and on the web http://www.iebalearics.org, and must be duly completed in the manner established in article 16 of Law 39/ 2015. It is advisable to fill in the annexes of the call with a word processor.
The submission of documentation electronically is mandatory for all legal persons with tax residence in the Spanish State (companies, cooperatives, civil societies, associations and foundations), and recommended for natural persons (individuals, persons registered in the self-employed workers and community property).
Foreign beneficiaries must submit paper applications to the IEB Registry, by certified mail.
Beneficiaries who have to use the electronic registry must have a digital certificate or DNI-e, Cl@ve user and Autofirma.
Face-to-face registration
Individuals can also present documentation in person at the IEB Registry (Ca n'Oleo - Calle de l'Almudaina, 4, 07001 Palma), at any official registry or by administrative mail.
