Subsidies to support the international projection of the music of the Balearic Islands 2025

WITHOUT A VALID DIGITAL CERTIFICATE IN SPAIN: Submission of applications by foreign individuals and legal entities with no access to a digital certificate valid in Spain

 

The purpose of this call is to contribute to the activities of international projection of music and musicians, performers and composers of the Balearic Islands of a professional nature corresponding to the period between September 16, 2024 and September 15, 2025, in order to promote the exchange and cultural relationship between Mallorca, Menorca, Ibiza and Formentera and between the Balearic Islands and abroad.

Artists from the Balearic Islands are understood to be performers or composers who are born or are resident in the Balearic Islands with an uninterrupted registration of at least one year from the date of the call.

In the case of the bands or ensembles, they are considered to be from the Balearic Islands when the artists from the Balearic Islands constitute a minimum of 50% of the members.

In the event that it is a band/ensemble that performs original music, in which the leader and composer of more than half of the repertoire is an artist from the Balearic Islands, but does not reach 50% of the members from the Islands, it will be considered a Balearic formation if it is proven that the rest of the musicians are hired as accompanists and it is declared in all the communication that it is a band/ensemble from the Balearic Islands.

Eligible performances

Only performances remunerated with a total fee with a value that must be equivalent to at least 10% of the total investment assumed by the applicant for this performance, which are carried out in spaces with regular programming in the field of music, which are included in the programming of musical events or in multidisciplinary environments of a professional nature outside the artist's island of reference, are eligible. In the event that this performance receives a percentage of the box office, the minimum percentage of remuneration of the artist must be 50% of the takings. A fee in species is not acceptable. Performances in an academic environment are not eligible. It is required to submit the invoice of the cache or the box office settlement and the transfer check at the time of justification.

Exceptionally, performance at professional showcase events and trade fairs is eligible, regardless of remuneration. In the event that the fee is less than 10% of the total cost of the project, the application must specify the importance of this action for the external projection of the artist or group and the commission will assess whether the application is eligible for a subsidy.

Expenses related to the activity that originate from a contractual, employment or commercial relationship of the beneficiary will not be eligible in cases where the employment relationship is of an indefinite/structural nature or involves a relationship of a minimum of permanence or affiliation to the entity that hires him.

Performances, with their associated expenses, in which these two conditions are met, are not eligible: 1) the cache is equal to or greater than the amount of €3,000 and 2) the income exceeds 200% of the total investment assumed by the applicant (including travel, accommodation, musicians' and technicians' fees and agency expenses).

In the case of artists from the Balearic Islands who do not reside in the autonomous community of the Balearic Islands, performances in the autonomous community in which they are established, in the case of the Spanish State, or, if they reside outside Spain, within a radius of 200 km within the same State, are not eligible.

Budget: 340.000 €

Subsidy lines:

a) Mobility: Support for the mobility of artists, managers and representatives, phonographic publishers and other professionals in the field of music.

b) Projects of external projection: Support for projects for the external promotion of music and musicians, performers and composers.

A) Support for mobility

Beneficiaries

Individuals and legal entities that travel or their representative, regardless of their tax residence, provided that the purpose of the subsidy is to promote the music of the Balearic Islands or its artists and their work. Beneficiaries also include communities of property. Groups of natural or legal persons, or any other type of economic unit or separate patrimony that, despite not having legal personality, can carry out the projects, activities or behaviours or are in the situation that motivates the granting of the subsidy, are also beneficiaries.

In the case of groups of natural or legal persons, without personality, the implementation commitments assumed by each member of the grouping, as well as the amount of the subsidy to be applied by each of them, must be explicitly stated, both in the application and in the granting decision. In any case, a representative or sole representative of the group must be appointed, with sufficient powers to fulfil the obligations that, as beneficiary, correspond to the group. Likewise, the grouping will not be understood to be dissolved until the limitation periods provided for in the Finance Law of the Autonomous Community and in Articles 57 and 60 of the Consolidated Text of the Law on Subsidies, approved by Legislative Decree 2/2005, of 28 December, have elapsed.

Eligible projects

— Travel and accommodation of the artist or group, the manager and the essential technical staff (sound and lights) to perform live or carry out promotional activities outside the reference island. In the case of the performance of works by authors from the Balearic Islands by artists who are not natives or residents, they must constitute a minimum of 70% of the programme. In the event that they do not make up the entire programme, the subsidy will be reduced according to the percentage of works to be performed. It is essential that the composer from the Balearic Islands is disseminated in the program, the website and other materials used to promote the performance.

— Travel and accommodation of the composer for the premiere of a work outside their island of residence.

— Travel and accommodation of managers, agents, producers or phonographic publishers to attend professional events and trade fairs, with or without a stand, or promotional activities of music and musicians, performers and composers or music festivals of the Balearic Islands, outside the island of reference.

— Travel and stay of managers, agents, producers, phonograph publishers or journalists from outside the artist's island of origin or residence to attend performances on the artist's island of reference, exclusively for a professional purpose or as the object of a promotional activity with very clearly described objectives.

— Transfer and accommodation of professionals in the field of music to participate in musical residencies outside the island of reference.

— Transfer and accommodation of musicians, performers and composers to participate in contests and auditions outside their island of reference.

Expenses covered

— The movement of cargo, artistic staff and/or cultural agents (with a maximum of two per institution or company). The trips include air, boat, train, taxi and/or bus tickets and rental of vehicles for the movement of artists, artists' representatives and other cultural agents (producers, distributors, bookers, etc.). The journey includes the outward and return legs to and from the place where the professional activity is carried out. Only economy class flight tickets are accepted. All these concepts, together, must respond to the maximums stipulated in accordance with the applicant's reference island.

In addition, in the case of a live performance project, the travel of a maximum of two professionals with a technical profile (lighting technicians, sound technicians, stage managers and/or road managers) may be subsidized during the period of execution of the activity.

— The travel of cultural agents or journalists (with a maximum of two per request) to the artist's island of reference. Trips include air, boat, train, taxi and/or bus tickets and car rental. The journey includes the outward and return legs to and from the place where the professional activity is carried out. Only economy class flight tickets are accepted. All these concepts, taken together, must respond to the maximums stipulated according to the origin of the cultural agent's or journalist's trip.

— The driver's fees in case of tour.

— Mileage for road journeys that are not made by public transport, at a rate of €0.262384 per kilometre. In this case, petrol and tolls are included in the mileage price. The application must specify the specific path to be followed. Only the mileage essential to carry out the activity will be counted. Mileage expenses are included within the travel maximums.

— Visa fees.

— Accommodation expenses.

— The costs of accreditation to trade fairs, showcase festivals, and professional conferences.

— The costs of instrument rental and backline.

Amounts

Maximum amounts

The trip and stay must be justified with invoices. Only the justified amount will be paid up to the maximums shown in the table above.

b) SUPPORT FOR EXTERNAL PROJECTION

Beneficiaries

a) Natural persons, legal entities and communities of property registered as having economic activity under headings related to musical performance and composition, the representation of artists, the production and edition of phonograms or the production of musical shows, provided that the purpose of the subsidy is to promote artists from the Balearic Islands and their work in the professional field in the music sector. In the case of natural persons who are not registered in headings related to musical performance and composition, the representation of artists, the production and editing of phonograms or the production of musical shows, it is necessary that they have a proven experience of at least three years in musical activities on the professional circuit. In this case, they can only apply for aid for the production of promotional materials.

Groups of natural or legal persons, or any other type of economic unit or separate patrimony that, despite not having legal personality, can carry out the projects, activities or behaviours or are in the situation that motivates the granting of the subsidy, are also beneficiaries. At least one of the members of the group must be registered as an economic activity under headings related to musical performance and composition, the representation of artists, the production and editing of phonograms or the production of musical shows. In the event that none of the members is registered in headings related to musical performance and composition, the representation of artists, the production and editing of phonograms or the production of musical shows, at least one of the members of the group must have a demonstrated experience of at least three years in musical activities in the professional circuit. In this case, they can only apply for aid for the production of promotional materials.

b) Entities organising professional musical activities or phonographic publishers, regardless of their tax residence, provided that they present, live or by recording, respectively, the music, musicians or composers of the Balearic Islands.

Eligible projects

— Travel and accommodation of the artists, manager and technical staff to perform live or carry out promotional activities outside their reference island. In the case of the performance of works by authors from the Balearic Islands by artists who are not natives or residents, it is necessary that these works constitute a minimum of 70% of the programme to be eligible. In the event that they do not make up the entire programme, the subsidy will be reduced according to the percentage of works to be performed. Exceptionally, if the percentage is less than 70%, the committee will determine whether the impact of the performance and the presence of works by composers from the Balearic Islands are significant enough to consider the project eligible for subsidies. It is essential that the composer from the Balearic Islands is disseminated in the program, the website and other materials used to promote the performance.

— Travel and accommodation of managers, agents, producers, phonographic editors or journalists from outside the artist's island of origin or residence to attend live performances on the artist's island of reference, exclusively in a professional field, as the object of a promotional activity with very clearly described objectives.

— Production of graphic, phonographic and audiovisual materials to support tours, live performances and presence at professional fairs. In the case of the recording of works by authors from the Balearic Islands by artists who are not natives or residents, they must constitute a minimum of 70% of the recording to be eligible. In the event that they do not make up all the pieces to be registered, the subsidy will be reduced according to the percentage of works to be registered. Exceptionally, if the percentage is less than 70%, the committee will determine whether the impact of the recording and the presence of works by composers from the Balearic Islands are significant enough to consider the project eligible for subsidies. It is essential that the composer from the Balearic Islands is disseminated in the program, the website and other materials to promote the recording.

— Hiring of professional production services, artistic and technical staff, communication, etc., for tours, live performances, phonographic or video recording or other activities that contribute to the promotion aof music and musicians, performers and composers of the Balearic Islands.

Expenses covered

— The movement of cargo, artistic staff and/or cultural agents (with a maximum of two per institution or company). The trips include air, boat, train, taxi and/or bus tickets and rental of vehicles for the movement of artists, artists' representatives and other cultural agents (producers, distributors, bookers, etc.). The journey includes the outward and return legs to and from the place where the professional activity is carried out. Only economy class flight tickets are accepted. All these concepts, together, must respond to the maximums stipulated in accordance with the applicant's reference island.

In addition, in the case of a live performance project, the travel of a maximum of two professionals with a technical profile (lighting technicians, sound technicians, stage managers and/or road managers) may be subsidized during the period of execution of the activity.

— The costs of instrument rental and backline.

— The production of graphic, audiovisual and phonographic elements.

— Editing and translation of graphic material.

— The contracting of professional, artistic and technical services, linked to production and communication, provided that these services are directly linked to the artists of the Balearic Islands in the event or action that is the object of the subsidy, detailed as much as possible and in accordance with the market price. For services of an artistic nature, the maximum per supplier that will be taken into consideration for eligible purposes is €3,000.

— The payrolls of the company's own workers who offer artistic, technical and support services with the corresponding cost of social security at the expense of the company, provided that they are included in the budget attached to the application, which must specify the number of hours allocated to the project.

— The rental of equipment.

— The rental of stands at professional trade fairs.

Amounts

The following amounts can be applied for:

1) For expenses related exclusively to mobility, the amounts will be granted in accordance with the following:

2) A percentage of the rest of the expenses described not included in section a) will be granted, which may reach up to 80% of the eligible expenses, according to the score of the project, based on the criteria established in point 11.2.2.1 of the call (BOIB).

The maximum amount for projects on the external projection line is twelve thousand euros (€12,000).

Maximum amount per applicant

The same applicant may be awarded a maximum of €25,000 in this call.

Obligations of beneficiaries

• Any public act related to the subsidised activity must be reported.

• The support of the IEB must be accounted for all programs, posters and propaganda and communication elements of the activity through the IEB logo of the Ministry of Tourism, Culture and Sports that are available to applicants here.

Justification

— Term: twenty working days from the day following the end of the execution period. If the final decision to grant the subsidies has not been published on this date, the period for justifying the subsidy will end ten working days from the publication.

  • Annex 8 completed and signed
  • Supporting financial report (according to the model). This supporting financial report must also be sent to justificacio@iebalearics.org in digital format as a spreadsheet.
  • Copies of invoices and proof of payment.
  • Where appropriate, five (5) copies of the graphic, audiovisual, phonographic and/or audiovisual materials published on the occasion of the subsidised activity, with the logo of the IEB of the Ministry of Tourism, Culture and Sports.

Payment

— For subsidies awarded from €2,000 or more, the payment of the grants will be made from the date on which the grant is definitively resolved, in two payments:
a) A first payment of 50% of the amount granted, which will be made in advance, by bank transfer, once the award resolution has been published.
b) A second payment of the remaining amount, once the activity has been completed and the entire project or activity has been justified with the documentation required by this call. This payment will be made by bank transfer within a maximum period of six months from the date of receipt of the supporting account (Annex 7).

— If the justified eligible amount is lower than the eligible amount submitted in the application, the reduction will be applied, in the same proportion, of the amount of the subsidy awarded.

Deadline for submission of applications and deadline for execution

The deadlines for submitting applications are:

— First submission period: from March 10 to April 30, 2025. Applications for activities that take place between 16 September 2024 and 30 April 2025 must be submitted within this period. Optionally, applications can also be submitted for activities that take place between May 1 and September 15, 2025.

— Second submission period: from May 1 to September 5, 2025. Only applications for activities that take place between 1 May and 15 September 2025 can be submitted.

Any application submitted outside the indicated deadlines is not accepted, nor are applications referring to activities that take place between September 16, 2024 and April 30, 2025 registered in the second submission period.

The distribution of the budget of this call will be 70% for the first period and 30% for the second period. In the event that the budget allocated to the first period is not exhausted, it will be applied to the second period.

When the applicant is a legal person, they must carry out the application for the aid through their legal representative, duly accredited. At any time, in the event that the subsidy is granted, the original documentation may be required to compare it.

The subsidized activities must be carried out between September 16, 2024 and September 15, 2025, at the latest.

Submission of applications 2025

Applicants with tax residence in Spain

The procedure will be carried out through the CAIB Electronic Office (from 10 March).

To be able to carry out this type of procedure, you must have a digital certificate valid in Spain, a Spanish electronic ID card or Cl@ve Permanente and be able to sign electronically.

Applications must be formalised using the established forms, available at the CAIB Electronic Office, and must be duly completed in the manner established in Article 16 of Law 39/2015.

Applicants with tax residence outside Spain

Applications must be processed through the platform enabled by the IEB that is located at the address https://grants.iebalearics.org
