Call for grants to support the international projection of publishing and the promotion of literature, thought, comics and illustration in the Balearic Islands for the year 2025

1. Subsidy lines
(a) MOBILITY SUPPORT
Support for the mobility of authors, publishers, researchers and cultural agents linked to the field of literature, thought, comics and illustration to attend fairs, festivals, presentations, colloquiums and professional conferences outside the island of residence or of which they are born (see the conditions in point 1.2.(a) of the call).
Beneficiaries
Authors, publishers, researchers and cultural agents from the Balearic Islands. Organizers of literary festivals that invite Balearic authors can also apply for a subsidy.
Eligible expenses
— Travel (economy class tickets and car rental are accepted) and accommodation (see the summary table of maximums).
— Accreditations or registrations for trade fairs or professional events.
— Mileage on road journeys that are not made by public transport, with a maximum price of €0.262384 per kilometre.
— Exceptionally, in the event that an event is cancelled due to force majeure, expenses paid before the cancellation are eligible.
— Travel expenses will be calculated taking into account the maximums between the island of reference (island of which the artist is a native or resident) and the place of the activity.
Maximum mobility amounts
The travel and accommodation must be justified with invoices. Only the justified amount will be paid until the indicated maximums are reached.
(b) PUBLISHING SUPPORT
Support for the publication of publishing projects that are marketed through bookstores or digital book sales platforms linked to the external projection of the book, regardless of its medium, whether physical and/or digital, and its format, which are specified in:
1st. publication of translations of works by authors born or resident in the Balearic Islands with distribution outside the territory of the Balearic Islands.
2nd. edition of originals by authors born or resident in the Balearic Islands.
3rd. publishers from the Balearic Islands, publishers that prove that 50% of the employment contracts or services contracted have been made in the last year in the Balearic Islands or publishing projects in which the subsidised activity takes place in the territory of the Balearic Islands.
4th edition in electronic format (Mobi, Epub, etc.) of works by authors and illustrators born or residing in the Balearic Islands.
These publishing projects must be accompanied by a project to promote the book abroad (national or international distribution, promotion in a digital environment, promotion on networks, participation in online and/or face-to-face meetings, presentation outside the island of residence, dissemination on professional fair platforms, etc.).
Beneficiaries
Legal or natural persons who are registered in the tax census and/or the Business Activities Tax (IAE) under headings related to the publishing sector or whose corporate purpose is the development of professional activities related to the publishing sector.

(c) PROMOTION SUPPORT
Grants can be applied for for:
— The production of graphic and audiovisual material associated with the promotion of Balearic authors, including the preparation of promotional dossiers that may consist of translations of extracts from one or more works, the author's biography and other related material (press articles, reviews, etc.). The purpose of these dossiers must be the international promotion of transformation rights (translation and/or adaptation).
— The organisation of presentations of a work or author from the Balearic Islands, as well as conferences, round tables, seminars and poetry recitals, outside the island of residence or of which the person is a native.
— The participation of professionals from the Balearic Islands in fairs and festivals in the field of literature, thought, comics and illustration.
Beneficiaries
Legal or natural persons who are registered in the tax census and/or the Business Activities Tax (IAE) under headings related to the publishing sector or whose corporate purpose is the development of professional activities related to the publishing sector.
Eligible expenses
— The production of graphic and audiovisual material. Translations of excerpts from a work to form part of a promotional dossier may not exceed 15% of the work.
— Personal fees and the contracting of professional services.
— The movement of people and cargo. Economy class and car rental tickets are accepted.
— Accommodation, provided that it can be justified by invoices, with a maximum of €100 per person per night.
— Mileage on road journeys that are not made by public transport, with a maximum price of €0.262384 per kilometre.
In the case of companies from the Balearic Islands attending fairs or events dedicated to direct sales to the public, the following are eligible:
— The cost of renting the space.
— The travel of people who have an employment relationship with the applicant company, with a maximum of two people.
— Accommodation for people who have an employment relationship with the applicant company, with a maximum of two people, provided that it can be justified by invoices, with a maximum of €100 per person per night.
In both line b) and line c), workers' payrolls can be subsidised, if they are registered in the General Social Security Scheme and if the cost of Social Security is borne by the company, up to a maximum amount equivalent to 30% of the eligible expenses.
2. Number of applications that each beneficiary can submit in this call and maximum amounts
— Line a): three applications (see the table of maximum mobility amounts).
— Line b): there is no limit to applications. The maximum amount per application is €6,000 and, in total, a maximum of €18,000 can be received throughout the call.
— Line c): there is no limit to applications. The maximum amount per application is €2,000 and, in total, a maximum of €5,000 can be received throughout the call.
3. Submission of applications
- Deadline for submission:
— First submission period: from 10 March to 30 April. It is mandatory for applications for activities that take place between September 16, 2024 and April 30, 2025. It is optional for requests for activities that take place between May 1 and September 15, 2025.
— Second submission period: from 1 May to 5 September 2025. Only for applications for activities that take place between 1 May and 15 September 2025. For line b), this period is from 1 May to 31 December 2025.
- Applicants with tax residence in Spain:
The procedure must be carried out through the CAIB E-Office.
To be able to carry out this type of procedure, you must have a digital certificate, electronic ID card or permanent cl@ve and be able to sign electronically.
Applications must be formalised using the established forms, available at the CAIB E-Office, and must be duly completed in the manner established in Article 16 of Law 39/2015.
- Applicants with tax residence outside Spain:
Applications must be processed through the platform enabled by the IEB, which you can find at https://grants.iebalearics.org.
- Documentation to be submitted: see point 8 of the call.
4. Execution period
The subsidised activity must be carried out within the period indicated below:
— Lines a) and c): between 16 September 2024 and 15 September 2025.
— Line b): between 1 December 2024 and 31 December 2025.
Invoices must be issued and paid before the end of the justification period.
5. Payment of the subsidy
— For subsidies awarded from €2,000, the payment of the grants will be made from the date on which the award is definitively resolved, in two payments:
(a) A first payment of 50% of the amount awarded, which will be made in advance, by bank transfer, once the award resolution has been published.
(b) A second payment of the remaining 50% of the amount granted, once the activity has been completed and the entire project or activity has been justified with the documentation required by this call. This payment will be made, by bank transfer, within a maximum period of six months, counting from the date of entry of the supporting account (Annex 7).
— If the justified eligible amount is less than the eligible amount presented in the application, the reduction will be applied, in the same proportion, of the amount of the subsidy awarded.
6. Justification
— The period for justifying ends after twenty working days from the day following the end of the execution period. If the final resolution awarding the subsidies has not been published on this date, the deadline for justifying the subsidy will end ten working days from the date of publication.
— Presentation of the justification: to submit the documentation, follow the same instructions that we have given you to submit the applications.
— Documentation (SUMMARY – see point 19 of the call):
- Annex 7 completed and signed
- Justifying economic report, following the downloadable form. This justifying financial report must also be sent to the justificacio@iebalearics.org address in digital format as a spreadsheet.
- Action report, following the downloadable model. It must prove that the conditions for granting the aid have been met.
- Copies of invoices and proof of payment.
- In the case of applications of line b), five copies of the subsidized book with the IEB logo combined with the logo of the Ministry of Tourism, Culture and Sports. The books must be accompanied by a delivery note or similar document and the file number. They can be delivered in person or can be mailed to following addresses:

- Annex 7 completed and signed.
- Justifying economic report (following the downloadable form). This justifying financial report must also be sent to the justificacio@iebalearics.org address in digital format as a spreadsheet.
- Action report certifying that the conditions imposed for the granting of the aid have been met. It must include all the information necessary for the correct interpretation and understanding of the justification of expenses.
- Copies of invoices and proof of payment.
- In the case of applications of line b), five copies of the subsidized book with the IEB logo combined with the logo of the Ministry of Tourism, Culture and Sports.
