Fairs and festivals. Retroactive call

PUBLISHED FINAL RESOLUTION

1. Budget

The credit assigned to this call is € 200,000 (two hundred thousand euros).

2. Object and purpose

2.1. The purpose of this call is to support the organization of fairs and festivals, as well as creation centers, meetings and professional conferences in the world of culture, which were held in the territory of the Balearic Islands in 2020.

2.2. The activity object of this call must have as one of its purposes, in a verifiable way, the external projection of the culture of the Balearic Islands through the programming and/or exhibition of the work of artists or creators from the Balearic Islands and the presence in the event program of at least two of these requirements:

- Participation (in-person or virtual) and professional activity of programmers, distributors, producers, managers and cultural mediators, curators, critics, etc. from outside the Balearic Islands invited by the organization in a minimum number of 3.

- Participation in the fair, festival, market, etc. in an exchange program with other similar events that guarantee the presence of the cultural production of the Balearic Islands abroad or collaboration and support of another similar international event.

- Organization, within the event program, of conferences (face-to-face or virtual) aimed at the professional public with the aim of serving as a source of exchange of knowledge or cultural proposals.

2.3. To be eligible for a grant, it is necessary that the events have a minimum of 30% of artists and cultural agents from the Balearic Islands programmed and that these professionals be paid. In the case of audiovisual events, they must have at least one work from the Balearic Islands scheduled or guarantee the presence of Balearic professionals from the audiovisual sector within the framework of professional activities.

The following lines are established:

A. Companies and freelancers.

B. Non-profit associations and entities

4. Beneficiaries

a) For line A of companies and freelancers.

Beneficiaries of the grants are natural persons registered as freelancers, and legal persons from the performing arts, visual arts, literature, thought, comics and illustration, music and arts sectors audiovisual, digital and interactive that can be carried out by the projects or activities that are in the situation that motivates the granting of the grant.

Beneficiaries must be registered in the tax census in sections related to the cultural sector or they must have as their corporate purpose the development of professional activities in the cultural sector.

b) For line B of non-profit associations and entities.

Beneficiaries of the subsidies are legal entities from the performing arts, visual arts, literature, thought, comics and illustration, music and audiovisual, digital and interactive arts sectors that can carry out the projects or the activities that are in the situation that motivates the granting of the subsidy.

4.2. Applicants who have obtained a grant through the Resolution of the president of the Institut d’Estudis Baleàrics of December 28, 2020 in relation to the call for subsidies to support the organization and production of fairs and festivals in the field of music, literature and thought, comics and illustration, the performing arts, the visual arts and the audiovisual, digital and interactive arts, as well as creation centers, meetings and professional conferences in the world of culture , that promote foreign projection and are carried out in the territory of the Balearic Islands by 2020, in the context of the current COVID-19 pandemic (BOIB n.215, of December 29), amended with Resolution of the president of the IEB on January 21, 2021 (BOIB no. 13 of January 30, 2021) by which the call approved by the Resolution of the president of the Institut d’Estudis Baleàrics of August 7, 2020 by which subsidies are called to support the organization and production of fairs and festivals in the field of music, literature and thought, comics and illustration, the arts performing arts, visual arts and audiovisual, digital and interactive arts, as well as creation centers, meetings and professional conferences in the world of culture, which promote external projection and are carried out in the territory of the Balearic Islands for the year 2020, in the context of the current COVID-19 pandemic (BOIB no. 139, of August 11, 2020).

4.3. Public companies and public law entities are excluded as beneficiaries, as well as any company or organization in which their participation is not the majority.

5. Eligible expenses

Up to 100% of the programming expenses for contracting artists and creators from the Balearic Islands. Up to 20% of the costs of hiring artists and creators from outside the Balearic Islands.

Up to 80% of production and communication expenses.

Up to 100% of the organization cats of the professional conferences.

Up to 100% of costs of adaptation for COVID-19.

6. Maximum amount

The maximum amount of this call that can be awarded to each applicant is € 15,000.

7. Valuation

For the granting of the aids provided for in this call, a resolution criterion will be applied by rigorous order of entry of the applications in the General Register of the IEB. The projects presented will be graded according to the scores that appear in the evaluation tables, specified in the call specifically for each modality. The general points that are included are:

a) General programming (from 0 to 20 points)

b) Professional program (from 0 to 20 points)

c) Potential for external projection (from 0 to 10 points)

d) Digitization (0 to 10 points).

e) Seniority (from 0 to 15 points)

f) Collaboration networks (from 0 to 10 points).

g) Gender equality (from 0 to 5 points).

h) Social return (5 points).

i) Organizational structure (from 0 to 5 points).

j) Formentera (5 additional points).

Maximum score: 100 points.

The minimum score to obtain a grant is 40 points. A score of 1 point corresponds to 0.8% of the eligible amount, which is gradually increased to 80%, which corresponds to 100 points.

8. Documentation to be submitted to apply for the grant

— Grant application (Annex 2), completed and signed, with all the required administrative and technical documentation (check the whole official call).

— Responsible declaration (Annex 3), completed and signed.

9. Deadline for submitting applications

The deadline for submitting applications, addressed to the IEB, begins the day after the announcement of the call in the *BOIB and will remain open for 10 business days, that is, from July 2 to July 15, both included.
